Broken valve
The water heater in your basement usually has a valve that regulates the flow of water and can closed if needed. Sometimes, though, the valve can break and cause low hot water and cold-water pressure. -
Cracked pipes

Ideally, it should be between 45-80 psi. If it is not within that range, you likely will have to replace your pressure regulator. -

Sometimes the problem causing low hot and cold-water pressure is simply your faucets and fixtures. These items wear down with blockages, cracks or material build up over time. Fortunately, this is a problem that can fixed easily with new fixtures.
